Measure of central tendency means average. There are many different definitions of average. For nominal variables there is no average. For ordinal variables the median is considered a good average. For interval and ratio variables we have - mean, median, mode, midrange, midhinge, etc. For ratio variables, coeffiecient of variation can be useful. For nominal variables, mode can be useful although it is hard to call it an average.
