I knew I forgot something!
In 1996, the total population in Roseville was 65,000. In 2000, the total population was 83,000. The total number of crimes in 1996 was 298. The total number of crimes in 2000 was 319. How would you calculate the total crimes against person rate per 1,000 persons for 1996? 2000?

Just divide. 319/83=3.84 per 1000, etc.
