In 1996, the population of Roseville as 65,000. In 2000 it was 83,000. Calculate the total crimes against persons rate per 1,000 for 1996. Calculate it again for 2000.
Question: How do I calculate?

Something is missing, you must at least have the rate at any date to do it.

You need total crime numbers as well as total population.
