If the same survey is conducted in different areas and the samples are randomly selected, but one sample size is small and the other large, can the two regions be compared to determine fair conclusions? By small I mean about 10 or less. And by large I mean about greater than 45.

The answer is yes. The two sets can be compared. However, the confidence region may be large or the power of the test may be weak. It also depends on the type of data: discrete, counts, or continuous.
