I'm not sure what the difference between universe and population would be, but the population of Indiana MDs would be all MDs in the state of Indiana.
Then a list of MDs that are sampled from this population would be referred to as the sampling frame.

Likewise, the population of married women not employed would be all women in the world(? - US?) that are married and
unemployed. The sampling frame would be the list of married women not employed that were sampled from this
population.
