Whole Numbers - kg's

I'd like to ask the following question: What is the least number of weights that can be used on a balance to measure any whole number of of kg's from 1 to 40? Please explain the answer. Thank you.

I think that the numbers are 1,2,3,5,8,13,21 but I am not sure. I am using fibonachi numbers/
