Anyone willing and capable of a quick and dirty explanation of 2 sigma and how it
relates to standard deviation?

"sigma" refers to one standard deviation. Two sigma would mean two standard deviations. In a "normally distributed" population 95.5% of the population would be within +/- 2 standard deviations from the mean. This is a very commonly used interval in statistics.
