Standard Error of Estimate/Conf Interval

How do I determine the standard error of group statistics for individual data?
I know the estimated level of behavior (a) in a population.
I also know the actual level of behavior (a) in that population.
How do I construct the standard error/confidence interval of the estimate --
not of the data points themselves, but of the behavior level being estimated?
(based on individual-level data)
Any help would be greatly appreciated!

You use sample data and statistical theory to make comments about the population - the 'true' values - IF you are willing to assume that the sample is 'random'.
