cluster sampling

i am puzzled with the cluster sampling of population? what is the procedure?

A cluster random sample results form a two-stage process in which the population is divided into clusters and a subset of the clusters is randomly selected. Clusters are commonly based on geographic areas or districts.. . . . For example, the sample for a household survey taken in a city may be selected by using city blocks as cluster; a random sample of city blocks is selected, and all households (or a random sample of households) within the selected city blocks are surveyed. Although the method is used in clinical research, it is more commonly used in epidemiologic research. (From: Dawson-Saunders and Trapp. Basic and Clinical Biostatistics. Lange Books, 1990.
