Norms

I gather information on a regular basis from several tests on athletes (scholars), i want to use all this data (including the history) to calculate norms for each test.
for instance: i have the sprinting times for students over 30m. I want to have norms as follows:
Poor : >6sec
Average : 5 - 5.99sec
Good : 4 - 4.99sec
Very Good 3 - 3.99sec
Excellent : < 2.99sec
but I want to use the stored data to determine these. What would be the best/easiest way to do this?
READERS RESPOND:
(In chronological order. Most recent at the bottom.)

First plot the data and do frequency distributions to see what you have.

Eyeball your data for patterns. Have you done scatter diagrams, time series plots, box-and-whiskers plots, etc. ?
