What is the meaning of `error of a machine of measurement`? How can I avoid it? If the error is certain amount and if a obtained using that measurement system is below that limit is it reliable?

Is the expected error of the instrument over the same sample (accuracy, not by the operator but by the instrument it self, by desing+attrition)

No, if the error is to great to deal with it, buy a new instrument with greater precision.
